Minutes of the Conference Meeting of the Borough Council held April 1, 2010, at 7:34 p.m. in the Council Chambers, Borough Hall, 531 Speedwell Avenue, Morris Plains, New Jersey.

Mayor Druetzler called the meeting to order and read the following notice:

I HEREBY ANNOUNCE AND STATE THAT ADEQUATE NOTICE OF THIS MEETING WAS PROVIDED BY VIRTUE OF A RESOLUTION SCHEDULING THE TIME, DATE, AND PLACE OF MEETINGS OF THE BOROUGH COUNCIL OF THE BOROUGH OF MORRIS PLAINS FOR THE YEAR 2010; WHICH RESOLUTION WAS ADOPTED BY THE BOROUGH COUNCIL ON JANUARY 8th 2010, AND PUBLISHED IN THE MORRIS NEWSBEE AND IN THE DAILY RECORD AND BY THE FORWARDING OF SUCH RESOLUTION TO ALL PERSONS ON THE REQUEST LIST; BY THE POSTING OF SUCH RESOLUTION ON THE BULLETIN BOARD IN THE BOROUGH HALL; ALL OF THE ABOVE ACTIONS BEING IN ACCORDANCE WITH N.J.S.A. 10:4-6, ET SEQ.

ITEMS FOR DISCUSSION

 

Mayor Druetzler stated that Cub Pack 233 will be attending the meeting tonight. The Cub Pack is working on a government badge.

 

Councilmember Zabihach stated that he recently attended a Whippany Watershed Meeting and delivered a brief overview of the meeting.

 

Councilmember Fu stated that she attended the Morris County Economic Summit and the Board of Education meeting regarding the school budget and possible cuts.

 

Councilmember McCluskey stated that the trailer located at Community Park has been renovated and now has a good look.

 

Borough Attorney Fraser reported on the status of the Raceway matter.

APPROVAL OF CONSENT CALENDAR, cont’d.

 

BE IT FURTHER RESOLVED

THAT Resolution No. 2010 -50 entitled, "MORRIS PLAINS FIRE ASSOCIATION, RAFFLE LICENSE NO. 220-10," be adopted as attached.

THAT the Borough School Athletic Department be granted permission to use Simons Park for Track & Field week day practices during the months of April and May 2010 from 3:15 p.m. to 4:30 p.m. Monday through Friday.

THAT Penny Manser, 23 Burnham Road, be hired as Teen Center Coordinator at an annual salary of $5,360., pro rated effective July 1st 2010.

 

THAT the Mayor be and he hereby is authorized to execute the 2010/2011 Stormwater Annual Report and Certification as required by the Municipal Stormwater Tier A General Permit, per the Borough Engineer’s correspondence of March 24th 2010.

 

THAT Jennifer Saathoff, 11 Central Avenue, be granted permission to serve alcoholic beverages at a college graduation party to be held Saturday, May 22nd 2010, from 12:00 P.M. to 9:00 P.M., at Community Park.

 

THAT Sheryl McNichol, Deputy Court Administrator, hours of work be amended to Tuesdays, seven (7) hours and scheduled court session; Wednesdays, three (3) hours.

 

THAT Claudia Botto, Secretary, hours of work be amended to Wednesdays, Thursdays and Fridays, seven (7) hours per day not to exceed twenty one (21) hours.

 

THAT the Borough Council approve the membership application of Paul F. Cullen, Jr., 5 Kathleen Place, Morris Plains, NJ, as a member of the Morris Plains Fire Department.

 

THAT the Borough Council approve the Mayor’s Proclamation declaring April 30th 2010 as Arbor Day in the Borough of Morris Plains.

GREETINGS OF PUBLIC AND INVITATION FOR DISCUSSION

 

Mayor Druetzler opened the meeting to the public and welcomed Cub Scout Pack 233 and their families. Mayor Druetzler invited each Cub Scout to introduce himself and his family while offering their name and relationship.

 

Mayor Druetzler stated that the Governing Body, Borough Attorney, Borough Clerk and Police Chief would offer a brief synopsis of what we do in the appointed position and then questions will be answered.

 

Mayor Druetzler closed by stating that we are here to serve everyone from the very young to our oldest resident. Finally, when you have an idea please visit us at any time. Thank you for attending this meeting.

Councilmember Zabihach reported that he recently attended a Whippany River Watershed action committee meeting which program discussed the PSE&G power lines and its locations.
