Minutes of the Conference Meeting of the Borough Council held May 6, 2010, at 6:01 p.m. in the Council Chambers, Borough Hall, 531 Speedwell Avenue, Morris Plains, New Jersey.

Mayor Druetzler called the meeting to order and read the following notice:

Moved by Councilmember Coogan:

ITEMS FOR DISCUSSION

 

Mayor Druetzler advised that a joint meeting was Noticed to be held with the Planning Board this evening. Planning Board Chair Ralph Lopez is unable to attend the meeting this evening. Also present were Leon C. Hall, Borough Engineer and William C. Denzler, Borough Planner.

 

Attorney John Inglesino, representing ACP Morris Plains, discussed revised plans to the project located at 177-191 Littleton Road. Mr. Inglesino stated ACP purchased the property in 2004 and he provided a detailed history of the application before the Planning Board at that time. Currently zoned R-6, Mr. Inglesino advised ACP will be requesting a change to the current zoning. Testimony was provided by the following ACP representatives: Stan Omland of Omland Engineering, civil engineering and traffic aspects; Eric Tazalar, fiscal impact expert; Dave Minnow of Minnow and Wasko, multi-family dwelling architects; and representatives from ACP, Robert Holmes and Kevin Tartaglione. There was an exchange of questions, comments, and recommendations.

 

Mayor Druetzler advised that the Conference Meeting must be adjourned for the Regular Meeting to begin; this presentation may continue during the Regular Meeting.

 

Councilmember Coogan moved to adjourn the meeting at 8:35 p.m.

PRESENTATIONS

 

Beautification Award

Chairwoman Susan McArdle and members of the Beautification Committee presented General Plumbing with the 2010 Beautification Award.

 

ACP

ACP continued their presentation on the Littleton Road project. Mr. Inglesino concluded that ACP wants to work with the Borough and is hopeful that the plan discussed this evening will be viewed as having many benefits for the Borough of Morris Plains. Borough Planner William Denzler requested more specific details on how the fiscal analysis was prepared in terms of the actual multipliers that were used; this information will be provided to him.

THAT the Fire Department ladies Auxiliary be granted permission to hold a Mother’s Day Plant Sale on the Fire House ramp, Saturday, May 8th 2010 from 8:00 a.m. until 2:00 p.m.

 

THAT the Morris Plains Co-op Play School be granted permission to use Simons Park for a play day on Wednesday, June 2nd 2010, from 9:00 a.m. top 3:00 p.m.

 

THAT having received quotes for a Vacuum Leaf Loader from the following:

THAT the Borough Treasurer be authorized to advertise for the receipt of bids for a Leaf Loader/Shredder attachment for a Multi-purpose Tractor, with bids to be received on Wednesday, June 16th 2010, up to 10:00 a.m. in Council Chambers.

 

THAT Teresa Kelement, 19 Rosedale Avenue, be appointed a member of the Beautification Committee, which term expires December 31, 2010.

 

THAT Linda Toscano, 52 Old Wood Road, be appointed a member of the Beautification Committee, which term expires December 31, 2010.

 

THAT Debra Trask, 6 Valley Stream Drive, be granted permission to serve alcoholic beverages at a picnic to be held Saturday, May 8th 2010, from 2:00 p.m. to dusk at Community Park.

 

THAT Shanthi Ganeshan, 89 Maple Avenue, be granted permission to serve alcoholic beverages at a family picnic to be held Saturday, July 24th 2010, from 2:00 p.m. to dusk at Community Park.

GREETINGS OF PUBLIC AND INVITATION FOR DISCUSSION

 

Mayor Druetzler opened the meeting to the public. Seeing no one, Mayor Druetzler closed the public portion of the meeting.

REPORTS OF COMMITTEES AND/OR DEPARTMENT HEADS

 

Finance

Councilmember Karr reported that the budget will be introduced at the next council meeting on May 20th 2010.

 

Public Safety

 

Councilmember Cecala advised that Patrolman Vinnie Tavaglione has returned to full duty as of May 4th 2010. Patrolman Louis Damiano has submitted his letter of retirement. Testing for the lieutenant position has gone well, and interviews are taking place now.

 

Chief Thompson reported that the Life Scan machine now has a program to scan fingerprints and mugshots. This program should be fully online this summer.

 

Chief Thompson reported that six free licenses were offered with the E-ticket program, which means only the hardware needs to be purchased at a cost of $650 for each car. This program will allow the officer to print the ticket at the scene and the ticket is automatically filed with the State of New Jersey, eliminating the need for the court to process the tickets. Annual costs include $320 for all licenses and paper costs at approximately $80.00 per case. Probationary Police Officers have almost completed their field training and are now shadowing in phase.

 

Councilmember Cecala handed out information regarding interchargers, which are promoted as being better for vehicles and control pollutants.

 

Councilmember Cecala offered information on Veridian to help curb utility costs.

 

Councilmember Cecala advised that Bay Fireworks have been retained for Family Day. All documents are under attorney review.

Public Works

Councilmember Coogan stated that that the Department of Public Works completed street sweeping the town at the end of April.

 

Councilmember Coogan stated that the Beautification Committee received a check in the amount of $500.00 from Johnson & Johnson for their beautification efforts.

 

Councilmember Coogan stated that he and Councilmember McCluskey spoke with a boy scout Brian Burn who is working on his eagle scout badge. He has asked to work on a path or hiking trail, and Councilmember Coogan recommended a trail section between Court Road and the JCP&L right-of-way.

Public Buildings & Grounds

 

Councilmember McCluskey advised that Recreation Commission members Kevin Bodnar and Michael Breslin have planned Family Day to take place on June 26th 2010 at 5:00 p.m. The Recreation Commission is also planning pool parties for July and August.

 

Councilmember McCluskey stated that the concert series will feature five concerts at Roberts Garden beginning at 6:00 p.m. on Sundays.

 

Councilmember McCluskey stated that the Basketball League is proposing a new Summer Basketball Program for boys and girls in the 6th, 7th and 8th grades. The basketball courts at Community Park will be used from June through the end of August. Children from nearby towns will be invited to participate to make this a competitive program.

 

Councilmember McCluskey stated that the Nifty Fifty Plus Club will be scheduling a meeting shortly to determine the level of interest in participation.

 

Councilwoman McCluskey advised that the Shade Tree Commission sponsored Arbor Day on April 30th at Mountain Way School. It was very successful.

 

Councilmember McCluskey stated that Little League hosted their second annual Challenger Event at Community Park. Approximately 40 Little League members attended the event for children with disabilities.

 

Councilwoman McCluskey has been informed that our Little League fields are the envy of the guests from other towns.

 

Councilmember McCluskey stated that pool and recreation program registrations are coming in.

Public Welfare, Sanitation & Sewers

 

Councilmember Fu stated that the Teen Center met last week to discuss activities for the coming year. A Yard Sale brought in approximately $700.00. Councilwoman Fu thanked the Police Department for help with parking and traffic, and the Department of Public Works for helping with the setup. The Teen Center will feature Movie Night on May 14th and Teen Center House on May 21st. The last event for this year will be the annual pool party.

Ordinance & Public Utilities

 

Councilmember Zabihach did not have a report.

Mayor Druetzler advised that the League of Municipalities offered a scholarship program. Letters were sent to high schools advising of the three $1,000 scholarships. One of the three winners is from Morris Plains and she will be invited to the meeting on May 20th 2010.

 

Mayor Druetzler added that on May 15th 2010 from 7:00 a.m. to 10:30 a.m. the Rotary Fishing Contest will take place at Community Park.

 

Mayor Druetzler advised that he attended a meeting with Councilmembers Joseph J. Cecala, Jr. and Jason C. Karr with Bob Webster and the 9/11 Memorial Committee. Many ideas were exchanged and the planning is underway.

ORDINANCES OF FIRST READING

Councilmember Zabihach introduced the following ordinance and read the same by title and moved that it be passed on first reading.

 

ORDINANCE NO. 4-2010

BOND ORDINANCE APPROPRIATING $495,000, AND AUTHORIZING THE ISSUANCE OF $470,000 BONDS OR NOTES OF THE BOROUGH, FOR VARIOUS IMPROVEMENTS OR PURPOSES AUTHORIZED TO BE UNDERTAKEN BY THE BOROUGH OF MORRIS PLAINS, IN THE COUNTY OF MORRIS, NEW JERSEY.

Councilmember Cecala seconded the motion.

Mayor Druetzler advised that this ordinance will encompass our capital work projects on various streets, park improvements, and road equipment.

NOW, THEREFORE, BE IT RESOLVED at a meeting to be held on May 20th 2010 at 8:30 P.M. prevailing time in the Municipal Building in the said Borough, this Council will further consider for second reading and final passage of said ordinance.

 

AND BE IT FURTHER RESOLVED that the Clerk of this Borough be and she is hereby, directed to publish the proper notice therefor, including the ordinance, post the ordinance on the Bulletin Board in the municipal building and make copies available to members of the general public.

Councilmember McCluskey seconded the resolution. All in favor.

Councilmember Zabihach introduced the following ordinance and read the same by title and moved that it be passed on first reading.

 

ORDINANCE 5-2010

ORDINANCE PROVIDING FOR CONSTRUCTION OF CURBS IN AND ALONG SUNSET ROAD IN AND BY THE BOROUGH OF MORRIS PLAINS, IN THE COUNTY OF MORRIS, NEW JERSEY, APPROPRIATING $17,000 THEREFOR AND DIRECTING A SPECIAL ASSESSMENT OF PART OF THE COST THEREOF

Councilmember Karr seconded the motion.

Mayor Druetzler advised that this ordinance will allow for curbing on a portion of Sunset Road.

Mayor Druetzler reminded Councilmembers that the budget will be introduced at the next meeting on May 20th 2010. Relative to ACP, Mayor Druetzler recommended forming a committee to review a potential zone change, adding that the same procedure should be followed as was done with the Highlands proposal and previous ACP proposal. Councilmembers were in agreement.

 

Councilmember McCluskey moved to adjourn the meeting at 11:44 p.m.
