Shade Tree Meeting Minutes 04/06/11
Minutes of the Regular Meeting of the Morris Plains Shade Tree Commission held on April 6, 2011 at 7:00 p.m. in the Borough Chambers. Present at roll call were:

PLEDGE OF ALLEGIANCE Mr. Williams called the meeting to order. He stated that adequate notice of this meeting has been posted and published in accordance with Chapter 231 of the Public Law of 1975, “Open Public Meetings Act.”
APPROVAL OF MINUTES Mr. Williams moved that the Minutes of the Commission’s March 2, 2011 meeting be approved, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.
COMMENTS FROM THE PUBLICMr. Williams opened the meeting to the public to speak on matters other than those on the agenda. Hearing none, he closed this portion of the meeting to the public.
BUDGETMr. Williams provided an update on the Commission’s 2011 budget. The secretary provided information on problems being experienced by Ash trees and commented on a monitor that a representative from the State has put on an Ash tree located in Community Park. It will be left on the tree from April through July. In August it will be removed and the State will advise the Borough of its findings as to the presence of a tree disease. Cross discussion about this disease, ways of preventing it and treatment.
FORESTER’S REPORTMr. Dubee presented his report.
72 Sylvan Road – Forester stated that there are trees branches in wires. They could trim these branches, but Nelson is engaged in tree trimming throughout the Borough now and he anticipates they may handle it. If not, they will do it, but there is no problem and no need to worry about it now.
11 Malapardis Road – Forester stated (1) 36”+ tree should be removed, stump to remain. There was cross discussion about whether the stump should also be removed.
67 Sun Valley Way – Forester stated that (1) 24”-36” linden tree uprooted. Tree was removed w/stump. Purchase order is required.
51 Sun Valley Way – Forester stated that (1) 24”-36” Ash tree fell down going across the brook. Tree was removed, no stump - stump is in the brook and not affecting anything.
46 Granniss Avenue – Forester stated (1) 12”-24” sugar maple w/stump needs to be removed.
35 Cutler Road – Forester stated the (2) 12”-24” locust trees w/stumps need to be takendown. .
26 Central Avenue – Forester stated (1) under 12” maple tree needs to be taken down. Mr. Dubee advised he received a call about a tree at 46 Parker Drive that it very near the wires. He let the resident know that the power company was in the Borough doing tree trimming. The Commission Secretary believes there is also a stump that needs removal at this location. Mr. Dubee confirmed that all the stumps will be placed on the worksheet. The Commission Secretary advised of a call from a resident at the corner of Greenwood Road and Briarcliff Road about a tree that is located in a Borough path/walkway. No action will be taken with regard to this tree at this time. The Commission Secretary verified the locations for which work purchase orders will be prepared. Mr. Salerno moved that the work purchase orders be approved for preparation, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.
NEW BUSINESS Mr. Salerno discussed Nelson doing work throughout the Borough and advised that there was a meeting with them. They expect to be in the Borough for approximately three weeks. He provided details of how their work will be done.
Arbor Day Mr. Salerno also commented that Councilwoman McCluskey advised that the Beautification Commission purchased an American Liberty Elm tree. The ultimate planting location for this tree is still to be determined. Apparently, Roberts Garden is not able to accept it. The Beautification Commission asked if they could participate in the Shade Tree Commission’s annual Arbor Day ceremony. Mr. Dubee advised that the American Liberty Elm tree is a replacement for the American Elm trees that died off from Dutch Elm disease. This is a new variety that is resistant to the Dutch Elm disease that is being introduced in many areas. The Commission Secretary provided an update on the Arbor Day ceremony at the Mountain School on Friday, April 29, 2011. She will acquire a list to formally invite the members of the Beautification Commission. She has not yet heard from the County about receipt of a tree. A proclamation will be done at the Council meeting. The seedlings are ordered. Tree USA signs/banner will be given to the Department of Public Works (DPW) staff to be hung for display. Mr. Travaglia is the Chair of this event. None. There being no further business, Mr. Salerno moved the meeting be adjourned, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.
