Board of Health Meeting Minutes 06/08/11
Minutes of the Regular Meeting of the Morris Plains Board of Health held on June 8, 2011, at 7:30 PM, in the Council Chambers, Borough Hall, 531 Speedwell Avenue, Morris Plains, New Jersey.

Call to Order
The meeting was called to order by Mrs. Dugan.
Mrs. Dugan stated that adequate notice of this meeting has been published and posted in accordance with Chapter 231 of the Public Laws of l975, “Open Public Meetings Act.”
Approval of Minutes
Mrs. Marshall moved that the Minutes of the May 11, 2011 Meeting be approved as circulated. Dr. Fenimore seconded the motion. All in favor.

Reports
Mr. Samara reported that he has successfully completed at least one inspection on every food handling establishment in the Borough for the 2010/2011 year. He noted that Friendly’s has been sold to an independent owner. This owner also owns various Panera Bread establishments, so he comes with a good background in restaurant management.Ben inspected Foxwood and Stop N Shop. He made 3 visits to the municipal parking lots behind Arthur’s, Collins, etc. He was satisfied with what he saw. Ben announced that the new Health Officer, James Norgalis, will be coming on board on June 27. He has worked for Denville in the past, has a Masters in Public and is currently working on a PhD in Public Health. Ben concluded his report with the news that he has ordered 350 doses of rabies vaccine for our January 15 clinic. He assured the Board that he will undoubtedly have even more available if needed from clinics held just prior to ours.
Correspondence
Letter from a Parsippany resident about a questionable cutting board surface. Ben checked on it and asked the establishment to use a certain marlite material over the porous cutting board. They agreed to comply with his recommendation.
Council Report
Laurie Fu reported that the Municipal Alliance is trying to educate the residents about bed bug prevention and asked if Madison has any material that could be distributed. Ben Samara will look into it and will ask about any links. Since his fellow Sanitarian, Tamika, has recently dealt with the topic, he will check with her and with the Health Educator, Christine Chesler. Laurie noted that the Memorial Day Parade was a huge success. It was well attended and the flyover was appreciated by all. Laurie announced that Family Day will be held at Community Park on June 25. Laurie also noted that Borough School participated in a contest called “New Jersey Listen Up”. The students that entered made a commercial about drug free schools/communities. There were 1700 applicants. Morris Plains was fortunate enough to have 2 winning groups of 8th graders.

New Business
Wellness Day
Laurie Fu announced that the deadline for the next Plains Talk is the end of July. This will be the last issue before our Wellness Day on Oct. 15. She plans to put in an article about animal control. The Board then discussed the dates for sign-ups in October, so that these dates can be included in the Plains Talk. The dates decided upon are as follows:
Sat. Oct. 1 – 10:00 AM – Noon
Sat. Oct. 8 – 10:00 AM – Noon
Wed. Oct. 12 – 6:00 PM – 7:30 PM
All sign-ups will take place here in the Council Chambers. Peg Dugan will arrange a sign-up for the seniors at one of their weekly meetings. Carole will contact Mr. Forbes at the Rec Center to fill out the final paperwork for the Facility Use application. Mrs. Marshall will contact June’s office with the dates and times for sign-ups. The Board then discussed their desire to have the Animal Control Officer, as well as the new Health Officer, attend an upcoming meeting. It was decided that it would either be the July or August meeting. Mrs. Dugan will contact both Meredith Petrillo and James Norgalis for their availability. Carole was asked to check on the availability of outdoor bulletin board space for the Wellness Day sign-ups. The preferred dates are 9/17 – 9/30. Mrs. Dugan will check with Madison about any possible vision screening. She will also ask Flo Rice about the availability of flu shots at the Wellness Day, as well as reinstating blood pressure checks. Dr. Fenimore mentioned a bear sighting in his yard today. Laurie Fu will report it to our Animal Control Officer.
There being no further business, Mrs. Nelson moved that the meeting be adjourned.
The motion was seconded by Mrs. Marshall.
All were in favor and the meeting was adjourned at 8:10 PM.
