Minutes of the Regular Meeting of the Morris Plains Shade Tree Commission held on July 7, 2010 at 7:00 p.m. in the Borough Chambers. Present at roll call were:

PLEDGE OF ALLEGIANCE

 

Mr. Williams called the meeting to order. He stated that adequate notice of this meeting has been posted and published in accordance with Chapter 231 of the Public Law of 1975, "Open Public Meetings Act."

 

MINUTES

Mr. Salerno moved that the minutes of the June 2, 2010 meeting be accepted as presented, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.

 

COMMENTS FROM THE PUBLIC

Mr. Williams opened the meeting to the public to speak on matters other than those on the agenda. No comments were forthcoming, and this portion of the meeting was closed to the public.

 

BUDGET

Commission members discussed the budget and asked whether the Borough’s budget had been passed officially.

 

Mr. Williams advised that a total of $23,000 remains in the current budget.

 

The Commission Secretary confirmed this was the remaining amount of funds.

 

COMMUNICATIONS

None.

FORESTER’S REPORT

Mr. Dubee presented the outstanding purchase orders he currently has; the work is not completed yet. However, he wanted to give the Commission an idea of the work schedule they have now. The total amount is approximately $10,608. The Commission Secretary advised that the amount has already been deducted.

 

7 Wyckoff Way – Forester stated that (2) 12"-24" maples need pruning.

9 Wyckoff Way – Forester stated that (2) 12"-24" maples need pruning.

5 Park Way – Forester stated (1) under 12" maple w/stump needs to be removed.

Mayfair Road (island) – Forester stated (1) under 12" crabtree needs pruning.

There is also (1) 12"-24" tree (side of D. Visscher house) needs pruning.

6 Layer Drive – Forester stated that (3) linden trees need branches raised.

 

Mr. Dubee asked if Mr. Williams had spoken with the Department of Public Works (DPW) staff about assisting with the elevation work needed to be done.

 

Mr. Williams replied that he did. He advised that DPW staff is currently working on projects along Sun Valley Way.

 

Mrs. Law mentioned work needed to be done on Valley Stream Circle. Elevation is needed at #11.

 

A list will be prepared with additional work information, including 11 Valley Stream Circle. It is the lowest tree limb that needs elevation. Mr. Salerno will give a list to the DPW.

 

70 Mountain Way – Forest stated (1) 24"-36" tree needs pruning. This tree is located on Burch Drive, on the corner.

Corner of Speedwell Avenue and Dayton Road – Forester stated (1) 12"-24" w/stump needs to be removed. The tree is on Dayton Road and the address is 453 Speedwell Avenue, on the corner across from Friendly’s.

10 Dayton Road – Small tree that died that needs replacement. Mr. Williams stated he will check the planting records to be see if the tree is still under guarantee.

15 Dayton Rd. – Forester stated (1) 24"-36" w/stump needs to be removed.

16 Dayton Rd. – Forester stated (1) 24"-36" w/stump needs to be removed.

18 Dayton Rd. – Forester stated (1) 24"-36" w/stump needs to be removed.

19 Dayton Rd. – Forester stated (1) 24"-36" w/stump needs to be removed.

21 Dayton Rd. – Forester stated (1) 24"-36" w/stump needs to be removed.

41 Canfield Pl. – Forester stated (1) 24"-36" w/stump needs to be removed.

 

Mr. Dubee commented that large limbs have already fallen from the Dayton Road trees and the DPW staff has already done some work here in connection with these limbs.

 

Cross discussion as to whether all these trees should be removed at one time. However, all should be placed on the list. There was also discussion of approximate costs to do the Dayton Road/Canfield Place work as well as other work that needs to be done. It would cost roughly $6,000. Since the trees are in bad shape, they will not survive much longer. Members also discussed the planting of new trees.

 

5 Washington Ave.-Forester stated (1) 24"-36" w/stump needs to be removed.

35 Littleton Rd. – Forester stated (1) 36"+ tree needs to be pruned. Tree is located on Lindstrom Rd.
32 Cutler Rd. – Several trees at this location, Mr. Dubee believes the DPW staff can handle the elevation portion of this work. There are four (4) large Locust trees that his company would need to handle.

24, 25 and 26 Diana Road – All these locations are completed. There are tree root problems with the sidewalks.

31 Leamoor Dr. – Forester stated (1) 12-24" tree needs pruning.

 

Mrs. Law asked how the work on this list will get done. She is specifically referring to elevation work that will be performed by DPW staff.

 

Mr. Dubee stated that the Commission Secretary will provide a copy of the list discussed at this meeting to Mr. Salerno who will talk with the DPW superintendent.

 

The Commission Secretary advised that elevation work will be done at locations on Layer Drive, Valley Stream Circle, Sun Valley Way, and Cutler Road. She asked about work to be done at 30 Janeway Drive.

 

Mr. Dubee replied this involves a tree that needs pruning. It is on a priority list and has already been purchase ordered.

 

The Commission Secretary, the Commission members, and Mr. Dubee reviewed the approximate cost for items on the work list. The estimated cost is $11,000.

 

Mrs. Law commented that it will cost roughly $5,000 to plant 20 new trees at a rate of $250 per tree.

 

Mr. Salerno moved that the Commission approve the work list just discussed, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.

OLD BUSINESS

Mr. Williams commented that Cerbo did plant four or five replacement trees.

 

Cross discussion about the possibility of Borough trees being planted on residents’ property and how this information must be documented in records and well as correspondence/communication with residents. Also discussed was the measuring into properties from the roadway center.

 

NEW BUSINESS

None.

 

There being no further business, Mr. Salerno moved the meeting be adjourned, seconded by Mr. Visscher. Voice vote. All in favor. Motion carried.
